Thursday – November 7, 2024

Purpose of Meeting: Member Annual Meeting

President/s Report – Jon Goodwin
- Reviewed and welcomed neighbors.
- Met new people
- Introduction of the Board
- Went over duties and responsibilities
- Mentioned we were still short two members.
- Laura Belt has put her name in for one of the open positions.
- Board is working well together for the members.
- Board meetings have been well attended
- Mark Broeker has accepted the Adm Assistant position (Wanda’s replacement) He also serves the Association Treasurer

- Directory – Neighbors still prefer the Directory Hard Copy – we moved to every 2 years
- Ownership Changes
- Almost 20 new residents
- Property values have gone this year. Sales prices are averaging $350 – $400K. Some over $400K.
- Financial Updates:
- Implemented electronic invoicing using Quickbooks
- Electronic payment system is set working well (roughly 68% of HOs have paid electronically)
- Due to increased cost, we are no longer filling liens on Past Due accounts. Delinquent accounts are being sent to a Collection Agency.
- Starting in 2025, accounts that are 60 days past due will be considered delinquent and set to Collections. Cost of collections reduces our annual income so the Board encourages prompt payment upon receipt of the invoice.
- Other Noteworthy Tasks for 2024:
- Updated member database using Google Contact List and Excel Spreadsheet. Thanks to all members that help us to maintain an accurate database
- Edited Association Directory and distributed June.
- Updated Website to include links
Committee Reports:
- Web Site (John Rudis)
- Website has more information on how to utilize city resources, especially 311 reporting.
- We have saved money hosting fees by using a Bridlerspur Resident.
- Gave info on website updates
- Sidewalk Project
- City doing a scraping project.
- We were happy with results
- We put in a request for more sidewalks for more around the school. City declined.
- 311 Cases (John Rudis)
- Gave updates on 311 cases
- The committee submitted a number of cases to the city, both within our neighborhood and surrounding areas.
- John has a good relationship with Kevin Blackmore, our city neighborhood contact.
- We wish to remind residents to use the 311 system to report unsightly properties, houses that are in poor condition, etc. Check out our Website for more details.
- Fall/Spring Dumpster Day
- June we rented two dumpsters
- KCMO already had one leaf and brush pickup. Another one is scheduled November 20th (your trash day).
- Snow Removal
- We are working to renew the contract with the person we used in 2024.
- Subsequent to the meeting, we have confirmed the contractor is keeping his pricing at 2024 prices. Let’s hope we have a mild winter.

Old Business:
- Directory – Distributed June of this year. Next distribution January 2026.
- Contact Info – We are still missing contact info for 18 residences. If you aren’t getting Newsletters, electronic Invoices for Dues, or other notices from the Association, please send us an email to Bridlespurhomes@gmail.com with your email info so we can update our database. Many thanks.
- Katie and Mark are tracking ownership changes as information is received from the Title Co.
New Business:
- Discount Card: New cards being sent out early next year..

- Budget – Mark reviewed 2024 expenses and presented a 2025 budget.

- Dues – Board is recommending we maintain the current level at $75 per year.

- FDIC Insured Funds- Donna Stephenson questioned whether or not the MM funds were insured. Confirmation was received from First Federal that they were insured.
- The Association has saved money on postage and office expenses with electronic invoicing and mailings..
- Updated Declarations/By-Laws – With the changing conditions with ownership in the housing market as it relates to out of state buyers, investors and/or non-resident buyers, the Board is recommending that an update to our Declarations and By-Laws. Primary focus would be to restrict non-resident ownership, thus restricting rentals and AirBNB’s. The goal would be to maintain Bridlespur as a single family residence with owner occupancy. By-Laws would be reviewed and updated accordingly.
We have sent copies of both documents to an attorney for a preliminary assessment. We do not want the revision to become an architectural or upkeep standard for the neighborhood. For overall neighborhood upkeep, we are relying on city codes and ordinances. We encourage all homeowners to file concerns/complaints using the 311 system.
Approval to change declarations would require a ⅔ majority of all residences (⅔ of 261). By-laws are a bit easier in that a ⅔ vote of members present at a meeting having a quorum (25) is required (⅔ of 25).
A show of hands indicated there was widespread interest in prohibiting rentals and Air B and B’s
Cost Estimate: Estimated cost to make such changes is $5,000.
